It is getting hard to work in windows 8.1, I'd just tried to download Crimson Editor for use with Ultra Hal and as soon as the download completed it put it in Quarantine.  I didn't even have Visual Basic in the computer for use with Hal because of a security problem with it.  Anyways I do keep running into problems where I download and it is immediately quarantined.  I'm not sure if people download something and latter if there is a problem it's blamed on that download that's reported.

I've been trying to think of something constructive I could say about this problem.

My first instinct was to say, why are you using windows 8 when 10 is here 

But seriously isn't this a problem your anti virus and not a problem with windows.

  I've gotten used to using win 8.1 over time, win 10 is sitting on a hard drive, I think it is capable of updating whenever the computer is turned on, something I should actually check.
  The first place I put software into was in 8.1 and never got around to 10.  Besides the fact that VB script was not in the computer because of a security issue and I had to install it although warned I should not, for Hal which seems to be like gaming is to you people. 
  I'm using windows defender, been using it for ages without problems but now it seems to be blocking ( actually quarantining ) to many things.

Can't say I have ever come across that problem, normally it's the other way around, downloads don't get quarantined when they should have been.

You should be able to Restore quarantined files quite easily, if you know the file is safe.

I could only find a windows 7 help for quarantined files but the procedure should be roughly the same.

  I tried to download Screenhunter and again found it was quarantined, I tried using the link but the info is not useful in 8.1.  I also learned homeland security is involved and had to update IE for security purposes.
  I was able to fix the Photo editor, the paint brush didn't work right, only explanation would be the cat walked across the keyboard,

Carl you should have mentioned you had a cat before, normally they are the first place to look for problem solving, but I thought you had a dog 

  I got a dog so I wouldn't have to talk to myself, then a relative offered me a cat.  Since field mice like to come in in the colder weather I took the cat.  The dog is a long haired Chihuahua, the cat is Siamese fairly small, they get along nicely and are playmates.  The cat can get anywhere and it seems no place is out of bounds, both of them wake me in the morning. 
  Computer problems, I still remember trying to format some drives to do a clean install, and had to go into dos to get them going again.  Biggest problem now is windows defender blocks to many things I downloaded and used before but now is not allowed to download them.
I like Microsoft handling the problem with Defender and now the Software can repair rather than just formatting the drive and reinstalling.
So I don't have to buy virus software and defender seems to be doing the job, but it blocks so many things.

You can "convince" Windows Defender to let you keep some of the files that it's blocked, but it's a somewhat convoluted process, and requires individual attention for each quarantined file. If you're set to use these downloaded files, it's possible to retrieve them, but it's a rather large hassle.
